(a) If the accused cannot accept the decision of Provision or State Samgha Vinicchaya Committees, he can submit report of appeal blame to State Samgha Maha Nayaka Committee within 21 days after the receipt of report of appeal blame, the State Samgha Maha Nayaka Committee must send a letter of blame to the accused of appeal and direct him to submit two copies of Sodhana to the Committee.

(b) After (21) days expirde, whether report of Sodhana is received or not, State Samgha Vinicchaya Committee must be formed consisting of (3) State Central Samgha Wansaung Monks from the base, township of the case, (5) monks and (2) monks (as reserve) which are organized. And this organization must be investigated about the case.
