(a) In order to decide the disputes of Dhamma and Adhamma concerning with the whole Sasana among (4) crises, The State Samgha Maha Nayaka Committee must from Separate State Vinaya Dhara Committee consisting of Venerable Monks from State Central Samgha Wansaung monks. The Venerable Monks work the honorary tasks of Sasana or of Venerable presiding Monks in accordance with the specified appencdix (19).

(b) If it is clearly found that the decisions of State Samgha Vinicchaya Committee and the Separate State Vinaya Dhara Committee. Straightly oppose Vinaya discipline, formulities of Vinicchaya manual, decision must be made whether it is necessary or not to cancel it or to investigate it by next new Samgha Vinicchaya Committee by 75 percent of Voters at special meeting of State Samgha Maha Nayaka Committee.

(c) If it is necessary to investigated by New Vinicchaya Committee, State Samgha Maha Nayaka Committee must form Separate State Vinaya Dhara Committee consisting of two Monks from Previous State Samgha Vinicchaya Committee which decided the case and (3) State Central Wan Saung Monks the Venerable Monks work the honorary tasks of Sasana in accordance with the specified appendix form (15).
