(a) The accused who does not satisfic with the decision of separate out Vinicchaya Committee can submit two sets of appeal-blame attached with appendix form (17) to State Samgha Maha Nayaka Committee within (74) days after the date of decision of seperate Sub Vinicchaya Committee.

(b) Within (15) days after the permit-date of Submitting appeal-blame, the alternate State Samgha Maha Nayaka Committee must form separate State Samhga Vinicchaya Committee consisting of their sutiable (5) State Central Samgha Wansaung Monks except State Central Samgha Wansaung Monks from the base township of the case, (7) Monks and (2) reserve Monks in accordance with the specified appendix from (18) and must investigate and decide the case. (No appeal agaist the decision of Separate State Samgha Vinicchaya Committee is permitted.
